The Situation of Family Farming in Latin America: Challenges for the Implementation of the Decade

The United Nations Decade of Family Farming 2019-2028 aims to motivate the 194 member states to develop public policies for peasant agriculture. The Decade aims to contribute to the achievement of the SDGs, especially SDG 1 End Poverty, SDG 2 Zero Hunger, and SDG 5 Gender Equality.
Two years have passed since the launch of the Decade, and in Latin America this process is moving slowly: few countries have a National Plan of Action for its implementation - 4 in LAC -, in some the process is just beginning - 7 in LAC -, while in others this proposal has no basis.
While this is happening, millions of farmers face two adverse situations: on the one hand, the high levels of precariousness increased even more by the impacts of Covid-19 and, on the other hand, the deepening of extractivism as a policy of various states for economic reactivation. Both processes threaten the common goods of family farming. Land, territories and water are being concentrated by corporations, while rural areas are seeing rising rates of poverty, malnutrition and under-nourishment, as well as increasing levels of violence against women and land defenders.
Within this framework, the following questions will be addressed in this session of the Land Forum: What are the specific conditions of family farming in Latin America? What progress has been made in the implementation of the Decade? What proposals can be built at the regional level to face the threats and build alternatives from peasant agriculture? The objective is to analyse and debate a regional proposal in favour of family farming, based on the presentation of the main results of five reports on the subject from Guatemala, Colombia, Ecuador, Peru and Argentina, and their importance as a tool for advocacy.
